With the release of the Galaxy Paragons downloadable content,Stellarishas added another layer to its management with the addition of a Council, where the player can appoint several Leaders to lead the empire in a higher seat to provide various bonuses. This also includes the addition of the Council Agenda mechanic.

These agendas can be explained to be representative of the empire’s goals, since they can add a massive bonus to the empire’s productivity both during its launching process and after it is launched. These agendas differ from each other, and some can only be picked after their prerequisite has been obtained, such as a specific Tradition Tree.

Duringthe early to mid-game, the formation of the Galactic Community can represent either a threat to the local Fanatic Purifiers and Exterminators alike, while other peaceful empires can regard it to be a chance for them to gain supremacy over the galaxy peacefully through diplomacy. With the help of the Leadership Conditioning agenda, these leaders' progress in obtaining those traits can be quite quick, especially when there are other experience-boosting modifiers in effect. It will be quite easy to obtain Level 7 leaders with the agenda, as long as the player prioritizes it above all others.

At first glance, Infinite Opportunities can be seen as quite weak due to its simple bonus of increasing Citizen Pop Happiness by a certain amount. However, as Pops productivity is tied to their happiness, Infinite Opportunities has become one of the most beneficial agendas to be immediately run whenever given the chance.

The bonus productivity can translate to quicker resource production and research speed to obtainrare, powerful technologiessince Specialists' jobs also receive benefits from high happiness as well. Sometimes, the simplest agenda can make all the difference in surviving the harsh galaxy.

Psionic Ascension can often be seen as one of thestronger Tradition Treesto have due to its various bonuses towards a pop, as long as they have the Psionic modifier in their traits. These pops can be further enhanced by the Psionic supremacy agenda, as it increases their productivity by a lot, especially after being launched.

Moreover, obtaining a Covenant will further enhance the agenda since it will grant additional bonuses after being launched. For example, having the Composer of Strands Covenant will grant an additional Pop Growth Speed to the Agenda’s effect after being launched.

Having various Specialists jobs on each of the empire’s planets is always important, especially when the empire aspires to be one of the great powers in the galaxy. These specialists can consist of Metallurgists who produce alloys and Scientists who research the best technologies for theoptimal fleet components.

The Favored Society agenda will allow an empire to boost these specialists' output by a margin, making them more productive than ever. Although the bonus can be small at first glance, it is always important to look for a source of bonuses for these specialists, as they can be classified as the backbone of an empire.

stellaris-Military Buildup

Even during peacetime, it is always important for an empire inStellaristo maintain a fleet ready for both defense and offense. However, in wartime, producing numerous fleets reliably becomes more important than ever, and the Military Buildup agenda is the perfect answer to it.

By having the agenda up and running, an empire will be able to produce its fleet with thebest ship designs availablecheaply, as it reduces build costs and energy upkeep by an amount. The bonuses become more significant once the agenda is successfully launched, making it possible for an empire to withstand an invasion from its superior neighbor reliably.
